Polish Security Services Reviewing Belarusian Warning of Alleged Terror Plot

Polish security services are treating information about a possible terrorist threat with appropriate seriousness, a senior government spokesperson said after the Belarusian Foreign Ministry issued an unusual public statement concerning an alleged plot on Polish territory.

Jacek Dobrzyński, spokesperson for Poland’s minister coordinating the intelligence and security services, declined to confirm details of the case. He nevertheless stressed that Polish authorities do not disregard potentially alarming information.

“Polish services never underestimate any disturbing signal and approach all information about possible threats with due seriousness and determination,” Dobrzyński told the Polish Press Agency, PAP.

Earlier on Thursday, the Belarusian Foreign Ministry announced that it had raised the matter during a meeting with Poland’s chargé d’affaires in Belarus, Krzysztof Ożanna.

According to the ministry’s statement, an individual currently staying in Poland was allegedly preparing a terrorist attack. Belarusian authorities claimed that the unnamed person had previously been convicted in Belarus under several articles of the country’s Criminal Code and had recently lost additional protection and the right to remain in Poland.

The Belarusian statement alleged that the planned attack was directed primarily against the minor children of a Belarusian activist living in Poland. The purported motive was said to be revenge against the activist for allegedly failing to do enough to help the suspect retain legal protection and residence rights in Poland.

No names were provided, and the Belarusian claims have not been independently confirmed by Polish authorities.

The Belarusian Foreign Ministry said it was prepared to provide further information to the relevant Polish services if requested.

Responding to questions from PAP, Dobrzyński said he would not comment on media reports concerning the alleged plot or disclose whether Polish agencies had taken any specific measures.

He explained that intelligence and security services generally do not reveal their operational activities while a potential threat is still being assessed.

“It is natural that in such cases no special service anywhere in the world, at this stage, provides information on whether it is taking action or what steps it may be taking,” Dobrzyński said.

The incident comes amid strained relations between Warsaw and Minsk. Poland has become an important destination for Belarusian opposition activists and other people who left Belarus following the political crackdown launched after the disputed 2020 presidential election.

The public nature of the Belarusian warning is notable, as information about potential terrorist threats is normally exchanged directly between the relevant state institutions. Polish officials have so far neither verified the details contained in the statement nor confirmed whether an investigation is under way.

For the time being, the identities of the alleged suspect, the activist and her children remain undisclosed. Polish authorities have also not indicated whether they consider the reported threat credible.
