Environmental organizations CZIP and KANA have raised concerns about the Velje Brdo project in Podgorica, saying it is being carried out without legal or planning approval.
In a joint statement, they question how the project can move forward when the official planning documents – such as the updated Spatial and Urban Plan of Podgorica and the national Spatial Plan of Montenegro 2040 – have not been adopted. The location of Velje Brdo is not included in any valid plans.
Despite this, the Ministry of Spatial Planning, Urbanism and State Property has announced two public tenders worth €95,000 (excluding VAT), funded by taxpayers. These include the creation and review of design plans for a new boulevard and infrastructure in Velje Brdo.
CZIP and KANA say the public was not properly consulted during the planning process, especially during the public debate in December 2024. They warn that public funds are being used for unapproved and risky projects, while more urgent needs—like schools, health centers, public transport, and kindergartens—are being ignored.
They also express concern about the environmental impact. The Velje Brdo area is close to a nature park and part of a protected zone. Building a new urban area for 40,000 people could damage habitats, threaten wildlife, and pollute groundwater and the Zeta River.
The groups call on the Ministry and other authorities to stop the project immediately until proper planning documents are adopted through a transparent and inclusive process.
