The European Commission has formally recommended that member states open EU accession negotiations with Ukraine and recommended the council adopt negotiating frameworks for Ukraine once It has adopted certain key measures. Ukraine has completed over 90% of the necessary reforms set out last year, and President Volodymyr Zelensky praised the Commission’s announcement. The Kremlin is sending Ukrainian prisoners of war to fight on Moscow’s side in the war, which experts say would be an apparent violation of the Geneva Conventions relating to the treatment of prisoners of war.
