The Polish National Prosecutor’s Office has announced serious charges against a Ukrainian national, identified as Danylo H., accused of collaboration with Russian intelligence and preparing acts of sabotage of a terrorist nature. The case marks one of the most serious espionage-related investigations in recent years in Poland.
Espionage Network Linked to Russian Intelligence
According to the official statement, the charges are part of an ongoing investigation into the activities of a Russian intelligence network operating against the Republic of Poland and its European Union allies.
“The Prosecutor of the Mazovian Branch of the Department for Organized Crime and Corruption presented charges against a Ukrainian citizen for participating in the activities of a foreign intelligence service and for preparing acts of sabotage of a terrorist character,” the National Prosecutor’s Office reported on Tuesday morning.
The investigation revealed that, from an unspecified time until October 16, 2025, several individuals allegedly acted on behalf of Russian special services. Their mission, according to prosecutors, involved sending packages containing explosive and incendiary materials from Poland to Ukraine.
Explosive Packages Intercepted
The shipments were designed to ignite or explode during transport, aiming to instill fear among civilians and destabilize EU states supporting Ukraine amid the ongoing war.
Prosecutors emphasized that the planned acts “were intended to create panic, undermine security, and spread fear in societies actively supporting Ukraine’s defense against Russian aggression.”
Thanks to the cooperation of international law enforcement agencies, including the Romanian security services, the packages were intercepted before any explosions occurred.
Arrests in Poland and Romania
Following coordinated operations, Polish authorities detained Danylo H. for three months pending further investigation. Prosecutors allege that he worked in concert with other individuals to carry out orders from Russian intelligence, including the preparation and dispatch of incendiary devices and chemical substances capable of causing fires or explosions.
Simultaneously, two more Ukrainian citizens were arrested in Romania for closely cooperating with Danylo H. Both are suspected of playing logistical roles in the attempted sabotage scheme.
Context: Rising Espionage Threat in Eastern Europe
This case is part of a broader pattern of Russian covert operations uncovered across Eastern Europe since 2022. Polish authorities have detained over 30 individuals accused of espionage, sabotage, or cyber operations on behalf of Moscow’s intelligence services.
Security analysts suggest that such incidents are intended to disrupt arms deliveries to Ukraine, intimidate local populations, and undermine European solidarity with Kyiv.
As the investigation continues, Polish officials reaffirmed that national security remains under close monitoring, and cooperation with EU intelligence agencies “is more crucial than ever.”
