Bucharest Opens Missing Motorway Link Between Northern and Black Sea Routes

2026/11/05
in Logistics

Romania opened another 13 kilometres of Bucharest’s A0 ring motorway on 4 November, creating a direct motorway connection between the A3 route towards Ploiești and the A2 towards Constanța. The opening removes the need for traffic making that journey to use the capital’s older ring road.

The new section runs between Afumați and Glina and comprises two adjoining construction lots. Traffic began using the route at 14:00, according to Romanian reporting published after the opening. The development is particularly relevant to journeys between the Prahova area north of Bucharest and Romania’s Black Sea coast. HotNews.ro

The opening also brings an already completed section into practical use. Lot 3 measures approximately 8.6 kilometres, while Lot 4 adds another 4.4 kilometres. The latter had been finished by Romanian contractor UMB in June but could not serve its intended purpose without the adjoining connection.

HotNews reported that the opening had been postponed repeatedly, most recently from 26 October. The delay illustrates a recurring problem in motorway construction: completion of one contract does not necessarily provide a usable route if neighbouring sections remain unfinished. HotNews.ro

The two lots represent an investment of approximately 710 million lei excluding VAT, financed through the Transport Programme 2021–2027. Transport Minister Ștefan-Ovidiu Popa presented the project as a means of diverting transit traffic and improving connections between major roads around the capital.

Those benefits remain to be measured in everyday operation. The opening establishes a new route, but the available announcements do not provide verified reductions in journey times, congestion or accident rates. Those outcomes will depend on traffic patterns and conditions across the surrounding network. Digi Economic

The A0 itself is still incomplete. Radio România Actualități reported on 5 November, citing the police traffic-information service, that drivers can now travel continuously between the DN1 junction and the A2 interchange. The remaining 17-kilometre section between DN1 and the A1 has a contractual completion deadline of April 2027. That date is a construction target rather than confirmation of an opening. The immediate gain lies in connecting infrastructure that previously functioned as separate pieces. For Bucharest, the new stretch offers another way to separate through-traffic from local journeys. For the wider region, it improves continuity between routes serving southern Romania and the Black Sea, while leaving the final western connection as the next major milestone.
